You might not know… I have been serving as your Town Clerk for the past 15 years.  It is my pleasure to serve and provide the best customer service to our residents in true non-partisan fashion, without regard for political association.

As a professional, innovative and common-sense manager I require myself and my staff to be available to residents 24/7/365

I am a full-time, hands-on working Town Clerk.  Rejecting the “business as usual” or “that’s the way we’ve always done it” approach, I have initiated many “firsts” in the WNY area amongst my fellow Town Clerks, offering exceptional service and opportunities to our Island residents such as:

Passports

  • In 2006 my office applied for and received U.S. Department of State certification for G.I. Town Clerk personnel to act as Passport Acceptance Agents

  • To date, we’ve processed over 5,600 new passport applications generating more than $146,640 in revenue for the Town

  • An additional $50,800 has been generated from Passport Photos and continued assistance to residents for renewals.

Credit Cards

  • I've added convenient on-line credit card/check payment options for taxes, as well as all other Town Clerk/Building/Water Rent Fees

EZ Passes

  • Since 2013, we’ve generated $5,475 in revenue with the implementation of EZ Pass tag sales as a retailer for NYS with over 1,368 tags sold to date

  • My office acts as liaison to officials at EZ-PASS office in Albany for resident concerns during the toll/cashless toll transition and minor dispute resolution

Keeping Up With Technology

  • I have applied for, received and overseen the implementation of over $220,340 in Records Management Grants for preservation and digitization of Town meeting records, all vitals, assessment documents, engineering maps and building records for improved employee/resident accessibility while maintaining the integrity of the preservation of records in accordance with the Laws of New York State

  • We've improved the Town’s website - giving residents and employees 24-hour accessibility and full transparency to my office

  • You can now access the Town Codes and meeting agendas and minutes anytime on our website.

  • We added “e-gov” forms for requests for information and copies of public documents

  • Provided highly sought-after on-line tax payments and receipts

Your Town Clerk’s Office

I understand the role of Town Clerk and Town government.  The day to day operations of a government including policy and procedures of Town Law is something to be taken very seriously.  With my institutional knowledge I have helped transition many new elected officials.  I have built strong relationships within our town government and worked together and gained the trust towards the good of Grand Island…..This year there is the possibility of having four newly elected town officials, I will continue to assist this transition regardless of political affiliations.  I’ve set high standards for customer service – implementing new ideas –saving taxpayer dollars by doing more with less.

  • I’ve established and consistently maintained standards for superior customer service to all Grand Island residents by retaining and hiring highly qualified clerks.  My continued goal is to provide a fully cross-trained staff of five Deputies in all aspects of daily procedures.   Residents who visit the Town Clerk’s office are greeted and assisted by an exceptional staff.

  • I’ve conducted three Dog Enumerations (summer 2009, 2013 and 2017) resulting in over 500 new/renewed dog licenses, recouping potentially lost revenue – I am the Department Head to Dog Control Officers – and oversee a staff of four officers

  • While no longer mandated by NYS, I’ve maintained DEC permission to issue hunting and fishing licenses

  • We engage senior volunteers to assist with preparation of the annual tax bill mailings, saving over $15,000 in tax payer dollars since 2004

  • I've recommended and initiated a consolidated Town Hall office supply ordering process saving the Town thousands of dollars

  • The Clerk's office acts as liaison with Erie County Auto Bureau allowing residents easy access to DMV each Wednesday

  • We've reduced town expenses and improved efficiency by converting 90% of Town Board agendas and meeting minutes to electronic distribution

  • Provided annual Voter Registration assistance for graduating seniors at Grand Island High School and have volunteered as a guest lecturer on town government at Grand Island High School

About Your Town Clerk…Pattie Frentzel

I am rooted in my community.  My father served for 40 years in Fire Company of which I belong to the Ladies Auxiliary, I am a member of the VFW Auxiliary serving on the board, St. Stephens Church member, and treasurer of the Niagara Sailing Club

Voters should have candidates they are proud to stand with.  My duties include but are not limited to:

  • As Tax Receiver our financial records reflects the highest level of fiscal efficiency and you will see “to-the-penny” accounting for the  more than $54 million dollars that is collected annually

  • Serving as the Records Management Officer and Registrar of Vital Statistics

  • Department Head to Dog Control Officers

  • I’ve attended over 345 Town Board meetings, 1,202 Town Board workshops with over 3,000 hours of meeting time

Professionally Connected:

  • Achieved Registered Municipal Clerk status – Recognizing educational and professional accomplishments

  • Named Erie County Town Clerk of the Year – 2016

  • Honored with the Woman of Distinction recognition from the Erie County Federation of Republican Women last year as well as the recipient of the Yellow Rose Award from Zonta Club for leadership and service to the community  

  • I’ve increased Grand Island’s regional visibility by holding Executive Office positions in the following:

    • Erie County Town Clerk’s Association, Erie County Tax Receiver’s and Collectors and NYS Tax Receiver’s and Collectors Association

So, what’s next?

I’ve checked all the boxes residents expect from a good public servant.

I have a strong track record of knowing what matters to residents and am willing to stand up for those values even when it is difficult.  Residents know that when they call me they are going to get answers.

I will continue to be accessible to residents, town employees and other elected officials with a true open-door policy I’ve maintained since day one as a working Town Clerk

I will help to transition the new officials after elections with policy and procedures of town government functions.

As retirements increase, I will continue to offer my institution knowledge to ensure a smooth transition for new Department Heads.

As should be expected of all Town officials, I will remain neutral and respectful.

Continue developing ways to communicate on the Town’s website for greater resident accessibility and convenience of important information.

Whether you care to notice or not, Grand Island is already changing and will continue to do so.  My public service is not just about doing better and reaching our potential.  It includes preparing for the future and ensuring the office of Grand Island Town Clerk is equipped to manage it.
